There is a difference between a child being shy and a child having selective mutism. Children with selective mutism, an anxiety disorder, are fine at home, but shut down in social situations. This disorder can hold these children back both academically and socially. Fortunately, new intensive, classroom-like immersion programs have been found to be highly successful in making gains with children with selective mutism.
